460 U brake question

Greetings. I recently purchased a 1959 IH 460 Utility. I am having some difficulty with the right brake. I have adjusted the brake linkage and was still unable to contact the brake pads. I bought new brake pads, but the ones on there were the same thickness (i.e. The old ones were not worn). I took apart the actuating brake disk assembly that has 4 ball bearings between the plates. The parts manual states they are 7/8 inch chrome. They no longer have chrome on them and are rusted, but they are 7/8 inch. I figure potential causes of this problem include: the grooves the ball bearings are in are worn, the rusted ball bearings are not moving in the groove (they do move when on the bench), the metal surfaces that contact the brake pads are worn, or the brake operating rod ball is excessively worn. Given the above information, I would like others' thoughts on possible causes. I figure I would buy both 7/8 inch and 1 inch ball bearings and try both. Anything else I should be looking for? I have one other question. The actuating brake disc assembly that rides between the brake pads appears to just float on the splined shaft. Is this correct? It would seem to me this would wear down the splined shaft. Thanks in advance for any assistance. Doug Stockman
