missing head bolt.

I bought an H last summer that had one questionable looking head bolt. It is the one right above the carb. Well yesterday I decided to pull the head to investigate. My worst fears were confirmed. The stud had sheared at the block level and someone had tried to drill it out. Of course the drill left the stud and cut into the block. There is still some of the stud in there. What are my op- tions? I really don't want another major project at this time. I do not plan to restore this tractor I just want to get it 100% functional. I was wondering if the hole can be welded up and redrilled/tapped. Or maybe get the old stud out and drill/tap a bigger stud. This would require a stud with thread end a larger diameter than the shaft. Anyhow any thoughts appreciated. Thanks, Steve
