Dave: Draft controll has nothing to do with down presure. I don't know of a factory draft controlled hitch with down presure. Draft controll is the ability of the hitch to maintain a constant depth of in ground working tools, thus transfering the desired weight of implement to tractor for traction. The real good ones such as on 06 series Farmalls and newer have the ability to act to change about 60 times per min.
