A little ammeter needle vibration is normal (needle moves thru a range of a few amps). Especially if your M has a voltage regulator and the battery is fully charged it's just the regulator doing it's job. However if the needle is jumping around a lot (like 10 - 20 amps variation) there's a couple of possibilities: Could be a failing or poorly grounded voltage regulator. If regulator is OK or the tractor has a cutout, it could be worn/broken brushes or a worn generator commutator .
