Just finished working on a C that they had tapped into these ports and used them for a loader. The pump runs all the time so there is fluid present there. There was a different set of tubes that ran from the pump to the block when fast-hitch was used and the ports came out of the bottom for the remote control. If you mo longer want the rockshafts to work just put a plate in the block that way the fluid would go to the remote valve and back to the return. Have seen some Cs that for the loader just tapped into the lines you describe. There was a post a while ago that another guy had seen them esed that way also.
