I just did the carb on a friend's 400 - had the same symptoms you describe. Problem was bits of junk - rust flakes or bits of deteriorated gasket? - loose in the bottom of the bowl. Apparently one would occasionally get sucked into the high speed jet and partially clog it. It then required working the choke to keep the motor running. A thorough cleaning of the carb insides solved the problem. When you open your carb look for loose stuff in the bottom of the float bowl. Clean out anything you find. Clean thoroughly (blow out) the high speed jet - that's the brass orifice the high speed adjusting needle "point" fits into. Also check the condition of the filter screen behind the fuel inlet fitting on the air horn. On my buddy's the filter screen had split open. This let any dirt, rust etc. that came down the gas line right into the float bowl. (Was able to fix the screen by reshaping it and soldering the seam….) Before you reinstall the carb, check the inside of the gas tank for rust and clean out if necessary. Clean also the sediment bulb and strainer screen. Then just before you reconnect the gas line, flush a cup or two of clean gas thru the line to purge anything that might be loose there. Good luck! That carb is relatively simple and is easy to clean/rebuild.
