Not sure what might be getting you, but I had a wierd thing happen on my F-12 that you might check. When I painted it, I plugged up the tiny breather hole in the top of each gas cap and it created a vacuum that would make it hard to pump gas. Try starting it with the gas caps unscrewed a little (listen for a whoosh when you loosen them). Better yet, first check to see that the carb has fuel. Undo the drain screw slightly on the rear carb bottom and see if gas comes out. If it does, this is probably not your issue. I have also found that the points inside the magneto are prone to getting some sort of glaze on them. Just a piece of index card rubbed through the plates a couple of times fixes it temporarily.
