Michael: How long since tractor was last running? It could be clutch disc stuck either to shaft, flywheel or presure plate. This question has been asked before and yes with transmission driven pto that would cover the possiblities. However on tractors with Independant PTO such as a 300 the transmission shaft runs inside the tubular pto shaft in the torque tube. Those two could be stuck together. That may be a bit thougher to break loose. If you have a vehicle heavy enough to tow 300 with clutch depressed in 4th gear, and engine not running. If items are stuck bad enough towing in 4th will turn the engine before breaking something. What Jailkeeper said will work, but you almost have to use 1st gear and can be quite hard on not the best brakes in the world to begin with. The other plus on towing without tractor running is you can listen for noises you may not hear with tractor running.
