I would check a couple things before taking the governor off. The tube betweent he governor and carburator may be jammin it up or the shaft nside my be installed incorrectly in the carb linkage. Loosten it on both ends and make sure the shaft will rotate freely. and that the carb end is installed correctly. You can remove the cover from the governor and see what is happening inside. Could be that there is something stuck inside possibly due to insufficient oil to the governor. Oil to it comes from a passage in the front. Sometimes this gets blocked and so no oil and governor will hang up. I have seen some guys who put and external line to governor to solve that problem. There are springs and bearings inside that may hang up also. You should also check linkage from throttle to governor. May be worn or sticky causing hangup. If you lift hood you can check the part on top of the motor. Nothing realy rocket science there and nothing will fly apart. Good luck on it, always look for the simple stuff first as that is usually where the problem lies.
