Also, since you mention Buda. Buda bought out Hebard which built the shop mules in the 1940s. From about 1950 t0 1953, the shop mules were made by Buda. Buda was then bought by Allis Chalmers which was the end of the Hebard design IH Shop Mules which used IH components. So I expect your tractor is a Buda built shop mule which used the Hebard design and makes it an early 1950s model. A picture would help much. If you want to E mail me, I've unhid my E mail.
