Oil Pump in 400

I have torn down, cleaned and reassembled the oil pump in my 400 rebuild. When the oil pan was first removed way back at the beginning of this project, I noticed the floating oil pickup strainer was stuck in the highest position, which might explain why the crankshaft was ruined. It seems that what is causing the strainer to hang up is a rubber o-ring that goes on the strainer tube and sits into a recessed area of the pump body. I do not have a parts book, so I am asking all you experienced mechs: Is this o-ring even needed? If so, what corrective action do I take? Thanks!
