If you remove screw at bottom of carb, and turn on the petcock at the tank, you can check if fuel is getting to the carb. It should run out. You can either hold a finger against the bowl to keep from having to reseat the bowl gasket, or just drop the bowl too so you can operate the float with your finger and verify that the needle valve is working.
