Who checked the carbs? Was it a IH dealer? Even then there are not many that have a clue how to set the timing on a static timed engine. They all thing you need a timing light and some set it by ear. This may work fine on an old beater chevy farm truck but not a tractor. Find out what your timing specs are. I think it is 0 but not sure. If it is we can walk you through the right way to set it. Check and clean your plugs. I use champions in my farmall. I think they were 21 but it has been so long since I changed them I honestly forgot. You also need to check the points and make sure they are set right and not burned. It does sound like a fuel problem but often can be a weak of off time spark.
