424 3PT Raises on startup and can't be lowered

My hydraulic 3pt as soon as the engine starts the lift arms fully raise and stays there. It does not respond to the control lever for down, even though it's already in down position. I noticed that when I position the lever slowly to raise the arms and I get 3/4 way thru, the engine wants to stall. When I turn off the engine the 3pt goes back down again. Draft control is full forward as usual when not being used and so is the position control forward (down) on the quadrant. The fast/slow lever is on fast and the isolator valve is open as normal. Was working fine when I parked it and when I started it, it suddenly started to do this. Thanks for the help.
