200 cranks slowly

I have a Farmall 200 that cranks slowly, like a one or two revolutions then have to release lever and try again. I have found that if I turn the ignition off it will crank fast and steadily, as soon as pull back on the ignition switch it will slow down again. I have replaced the cables, had the starter checked out and the contact switch on top the starter seems to make good contact. This used to be a great starting tractor and is very handy with its fast hitch so I'd like to be able to depend on it. If anyone has any ideas I'd appreciate the help.
