460 D throttle and pto

I'm a happy camper today. I just bought a 460D. It seems like an o.k tractor, although definetly not a looker. There are also a couple of concerns I have and would appreciate any help you're willing to offer. (Don't worry about bursting my bubble. Tractor was bought with my eyes wide open. If she gives me years of service then I got a great deal. If not then I'll get hours and hours of fun making her pretty and dependable again.) One: the throttle didn't respond very well. Seemed to get better after tractor warmed up (could've been wishful thinking too). Anyone have ideas what the problem might be? I'm personally hoping it's just fuel filters. Any chance my hope is right? (Won't get the tractor home until next week to see) Two: the pto ran even when supposedly disengaged. Guy said it's done that since he bought it several years ago. Said it would stop after warmed up or if a load on it. Hoping someone will say that's normal or a simple fix but also prepared for much worse. Any ideas? Thanks for your help!
