I'm feeling your pain. I'm currently redoing an F12 radiator and a cat 22 radiator at the same time. Muriatic acid as is sold in pool supply stores mixed aprox 30% with water will remove the rust but will also etch the good metal as well and I wouldn't recomend it. I have had success with disasembling the tanks from the core then chipping, scraping and wire brushing away all the loose rust (use a needlescaler if you have access to one.) When clean, coat area with a product such as (Rust Mort) or similar product found in automotive paint stores to kill or stop any rust from forming. After throughly drying, mininum 24 hours, coat surface with epoxy. Devcon epoxy although very pricy is excellent as its will with stand temps of 350 degrees. By the way I'm recoring the f12 radiator as I couldn't rod it out after cooking it in a radiator cleaning vat for three days. Oh well I didn't want to spend that extra day on vacation anyway.
