You might have (or had) a head gasket leak, or worst case, a cracked head. If you look in the radiator when the tractor is running, do you see bubbles ? If so, do they smell like exhaust ? If the tractor is not blowing white smoke and your plugs didn't have a green tint on the porcelain, the leak is probably from the cylinder to the cooling system. When you check for antifreeze in the oil, try to just let out a few tablespoons of oil. It will make it easier to see the water.
