The pto lever disengages the pto by pulling the engagement shaft, which is a long sleeve over the pto shaft, from the transmission, toward the back of the tractor. Drain out some oil and then take out the unit bolts and pull the entire unit from the rear of the tractor. You can actuate the unit while it is out to see what is worn or stuck.
