H Motor Rebuild Question

Hi guys Does anyone know what the little pipe that sticks down inside the oil pan does? Does it screw in to the block or push in. Out of the two motors I tore down one was already broke from Ice I guess and I dropped the other motor on the gravel when it got the best of me. SOOOOOOO I guess I may be looking for one from one of you good ol boys if its needed I guess. The machine shop called tonight. Block is good, New Cam Bushing going in tomorow and Crank shaft getting a nother 10 thous off her for a total of 20 all together. I am getting siked. Any body know anything else I should have them do. Like press the sleeves in or give her a shave or anything?
