GLOW PLUG PROBLEM

I'VE HAD MY INT'L 444 MOTOR REBUILT. NOW I CAN'T GET THE GLOW PLUGS TO HEAT UP. I'VE BOUGHT NEW GLOW PLUGS AND NEW RESISTOR/RELAY. MANUFATURED IN 1968 I DON'T KNOW IF IT IS A NEGATIVE GRND. OR POSITIVE GRND. SYSTEM. IT IS 12 VOLT AND HAS THE BD 154 4CYL. DIESEL IN IT. THE RESISTOR WITH THE SALT SHAKER LOOKING END ON IT GETS RED HOT BUT NOTHING TO THE GLOW PLUG ITSELF. ANY HELP WOULD BE GREATLY APPRECIATED. JAMES MCKENZIE
