It seems you have diagnosed your problem yourself. If the engine runs when moving the fuel line, I suggest that the line has an internal deterioration problem. Why not replace the line with steel as it was originally? Purchase a section of precut brake line (it is flared with threaded nuts installed) at NAPA or other auto supply and gently wrap it around a 3" container to get the proper shape. Copper tubing will also work; however, it can work harden and crack causing a fuel leak. If you are not using the tractor as a daily worker the copper will most likely be just fine.
