Are these new brakes or used brakes? If they are used, then my guess would be that the band is worn down too far to adjust any more. On the other hand, if these are new bands, something didn't get assembled right. If the bands are new, are they from a Case IH dealer or are they aftermarket? I have heard some bad things about aftermarket bands being the wrong length, so that there isn't enough adjustment to make them work. We had a similar problem with our W6, but it was because someone had broken the shaft that twists the band and welded at the wrong angle with respect to the shaft, so it was about 45 degrees off, not allowing it to tighten the band enough. Took quite a while to figure that one out. . .
