Your problem is still probably the o rings.Check to see if there are rust(if you are reusing the old sleeves)around the sides of the sleeve.Also check to see if the grooves on the block are clean and does not cause bumps on the o-rings.I have had good luck using dish soap on both the o-ring and the sides of the sleeves,seems to slide better.After you put the sleeves in ,fill the block with water and let set for a while(over night if need be) to see if there is a leak.Then you can see where the problem area is and come more near fixing the problem.Also,I use copper coat around the top of the sleeve to seal it.I also use use some type of spacers to hold down the sleeves untill I put the head back on,this will keep the sleeves from popping up.You can put the spacers so that it will hold down two at once by using the head bolts.
