Even with the pointer pointing at the TDC mark on the front pulley you could still be 180 degrees out of time. The engine fires the #1 cylinder once for two revolutions of the crankshaft. Try this. Remove the #1 plug. Turn the hand crank slowly until you feel compression building up on the #1 cylinder. Continue the rotation until the pointer indicates TDC. Now check the rotor location. This will be your #1 plug wire. Rotor rotation is counter clockwise.
