Oil metering hole in letter series

I was wondering, is it very common for the oil metering hole in the oil filter case retaining bolt to get clogged up? I drained the oil and pulled out the old filter on the Super C I'm restoring and tried blowing through the hole in the bolt. No air came thru and I tried compressed air and still nothing. Finally, with a wire I got the hole clear, whatever was plugging up the hole was very hard and crunchy, never did find any of the pieces of it. I cant figure where whatever it was came from since the oil flowing through the hole should be clean filtered oil. Is the purpose of the metering hole to restrict the oil flow to keep the oil pressure from dropping excessivly? Thanks for any thoughts on this.
