As other poster mentioned you may have trouble gettign that much pressure with a belt drive. We put a similar setup on a JD G once to run a small bale wagon with no hydraulics. We had to go to a chain drive to get enough pressure. As far as 2 way cylinders on 3 point, you really don't need down pressure, most times. I have 2 yay cylinders on my SMTA 3 point, I can pull a pin on either side to convert from down pressure to float. I have used the down pressure with some tillage tools to keep a more even depth. If you try to force a blade down or something you'll lift your rear wheels and loose traction and most tools will suck in as designed to do. A lot of the 3 point hitches are convertable to down pressure or not. The 2 way cylinders are just as cleap as the one ways plus the other end of the cylinder is a reservoir. If you go to live hydraulics you have the option of 2 way hydraulics so other than a couple extra hoses it doesn't cost any more. Where did you envision mounting the belt driven pump? Not much room under the hood. I think I would either pick up another tractor with live hydraulics or go with the factory live setup.
