IH 37 Baler

this is our first year baling hay. we bought a IH 37 baler off an ol'timer up our way and it has been giving us trouble. We have the manual and have been trying to adjust it because the one knotter isn't always tying...it's been tying as little as every other one...very frustrating. Any suggestions from well weathered IH 37 users? I resorted to sitting on the baler and tying the knots as the bale runs through the shoot. I know it could do better because the left side knotter works every single time! Thanks for your help!
