problems bleeding ih 340diesel

having a problem bleeding the system. had to pull the tank off in order to get the steering box off. put everything back together and bled the system. i cannot get fuel to 3 and 4 injectors. getting fuel to 1 and 2 but nothing to 3 and 4. 1 and 2 are on the outside of injector pump and 3 and 4 are coming from the other side of injector pump. what coul;d be going on here? what do i need to do to get fuel coming to 3 and 4. i havent taken the lines off completly to check for stoppage. any suggestions and help will be appreciated. thanks hank
