Mike, I experienced the same problem on a IH. The gear on the starter drive was clashing with the ring gear during engagement. It too had damaged the ring gear. I took a file and patiently cleaned up the ring gear and relieved the leading edges somewhat. On the starter drive gear I used a small stone (type used to sharpen a chainsaw) mounted in a small power tool to further dress the relieved areas on the teeth to facilitate the mating of the starter gear to the ring gear. I also radiused the front (contact edge) of the starter gear to assist it in meashing with the ring gear. This worked for us. P. S. If you will stop the engine, while the trans. is in gear, by letting the clutch out as you cut the ignition the engine will stop in a different place than usual and sometimes (on old cars) the starter will engage better in a different location of the flywheel. Post your results.
