I would heat the pump to well above ambient temp with a blow dryer. Don't get it hotter than it would get running, but heat might do it. Varnish from old diesel will sure gum up a pump. If it runs, but is stuck at one (not excessive)engine speed with no governor control, I would let it run for an hour or so (driving it around if possible) to see if it will break loose. Operating the engine for one hour/yr is horrible on it. Use it to mow, or do work, maybe even pay someone to work it for two to three hours a month. It will pay for itself in reduced effort to get it running, and stay healthier longer. Just My 230$, JimN
