Robert - The regulator shorting tab is a metal tab inside a "D" shaped hole on the back of the alternator. If you orient the BAT terminal at 12 o'clock you'll find opening positioned at about 4 o'clock. (Or if you post back your email I can send you a photo showing the hole & tab). Any starter/alternator shop can sell you a new regulator. Around here they get about $8 for 'em. For the resistor, simply use a #168 or #194 side marker/instrument panel lamp rather than a resistor - it'll work fine, and will double as a "battery" idiot light for the alternator.
