Yes, it is in the front cover. You will need to remove the pulley, the governor housing, and the front cover to replace it. There is gasket between the front cover and the block, one between the cover and the governor housing, and of course, the seal itself. The seal runs against the pulley, not the crankshaft. Some times that surface gets worn and needs replaced or you can install a speedi-sleeve to renew the surface.
