Study up on the antique Ford automotive steering geometry and it'll come clear. The steering spindle axis intersects the tire's ground "footprint" slightly ahead of center, to have "positive caster" and general straight ahead stability. The camber is a gimick to move the footprint over so that it is properly intersected by the steering axis line. Essentially, it tries to make the two tires appear as being a single footprint. Rims & tires that offset the footprint outward create undesirable shock forces as the wheel rolls along. I doubt if camber really has much to do with self clearing of mud and stones. Like I say, it is a design gimmick to make the "as built" hardware conform to desirable "on paper" geometry.
