The only other thing that it could be is that the pump is getting bad and does not have enough suction to draw the oil into it to get prime also did you replace the seal around the cover with a new one as this can cause a air leak and not draw oil but if the PTO does not turn with out a load on it that is my thinking but i do not have my books in the house and i have only worke on a couple of the 74 seires tractor so i am by no means and expert here but i have seen this happen on the larger tractors all the time around here .
