Your tractor SHOULD have a valve-in-head engine, not a flathead! You can look at the parts book HERE: http://www.cleancomputes.com/Cub/A%20-%20B/index.html The sleeves and "O" rings are HERE: Your Case-IH dealer can still get most of the engine parts you may need, also, there are many aftermarket parts sources, including this very website. The sleeve "O" rings (#5) could certainly be the cause of the water leak. However, if the sleeves have been in there for a while, they may be too pitted in the "O" ring sealing area for re-use, or pitted through, and leaking water into the bores and down into the crankcase though the pits.
Other possibilities are a bad head gasket or a cracked block or cylinder head. You should be able to get operator's, parts, and service manuals from Binder Books. The IH-8 service manual from I&T Intertech is helpful, too.
