The "cutout relay" inside your old voltage regulator is stuck closed, causing the discharge. Likely, the internal "guts" are the opposite between your old and new ammeters, causing the opposite readings. Swapping ALL the wires between the posts of the ammeter will correct it's reverse indication. (Assuming your battery has been connected correctly all along, and the ground polarity didn't get swapped at the same time as you changed out the ammeter.)
