Right on the money! The valve adjustment is a good thing to do periodically as a maintenance thing. I helped a neighbor with a JD 4020 last year with the same problem and the valve adjustment made a noticable difference because we found two tight ones. In my experience, admittedly with on-road light truck diesels, when the pump is bad, the injecors are not usually far behind... if they are not way ahead.
