I can't answer all of your questions, but I can tell you that most likely neither carburetor will be much good without a full cleaning and rebuild. If they were left sitting with fuel in them, everything will be gummed up. If they got water down in them, you may have even more problems. You need to at least take them apart and have a look. Rebuild kits are readily available, and if you think that job is beyond your expertise, there are folks that will do it for you.
