Most, if not all, of the Defence Reutilization Program has been privitized. Contractors have taken over the Govt surplus program. This has been on going for at least ten years so I assume it must be working to the benefit of the Govt. It was phased in gradually but I believe it now covers all material from the Defense Dept. I believe the Govt only screens surplus items to find interagency suitability and acceptance, and then passes the items on to Federal, State, and local jurisdictions at no cost. Anything not claimed goes to the auction contractors and made available to the public.
