Yes, that lever is the spark advance. Fully clockwise is fully advanced. Probably as good a place as any for it if you're pull starting it. The part that the advance lever hooks to on the mag is also the cover for the points. Pop it off, clean the points and gap 'em to .013. Pull the distributor cover off the mag and wipe down the rotor and the distributor buttons with some carb or brake cleaner. While you tow it slowly listen to see if you hear the mag impulse coupling snapping. If you don't, squirt a little WD40 in the oil cups and try again. The impulse "snaps" the mag past the coil so you can get a good hot spark at hand-cranking speeds. If it isn't working, you'll have a heck of a time starting her. Check the plug wires. They go through a tube around the back of the engine, and it's a pretty tight fit. If there's bad insulation, it'll ground out the spark. Pull the plugs, clean 'em off, gap 'em to .025 or so. Pull the valve cover off and make sure the valves are free. If it has a small tank on the hood for gas, flush it out and fill it so the tank gravity feeds the carb. That way you don't have to fuss with the fuel pump right now. Unless the mud daubers have built a condo in your carb, that ought to at least get her to fire.
