Look at the "blown" fuse. Is it clearly blown, or has it simply melted, and kind of drooped apart? A clearly blown fuse (may have black deposits inside the glass) indicates a short. However, if the fuse holder is corroded, or simply not gripping the fuse tightly, the fuse will get hot and fail by melting from the heat, rather than from an actual short. Cleaning up the fuseholder, and bending it so it grips the fuse tigher MAY solve that problem, or the fuseholder may have to be replaced, if "melting" the fuse turns out to be the problem.
