The rockshaft is what lifts your hitch. The handle you speak of is to adjust the amount of draft on a plow or other heavy tillage implement. It has a cam at the bottom that is rotated when enough force from implement is applied. When hitting a tough spot in the field it will cause it to put pressure on the rock shaft thus pulling down on the tractor and transferring the the implement draft to the tractor to help eliminate tire slippage. It is a mechanical version of the draft control that is hydraulic on all newer tractors. Unless you use your tractor to plow with you will not need it.
