If you mean the transmission top cover no it does not need to be removed to replace the pto and axle seals. The pto seal is replaced by unbolting the retainer and sliding it off the pto shaft. Drive out the old seal and press in the new one and bolt the retainer back on. The axle seals require you to remove the wheels, do this one wheel at a time. Wire brush the axle shaft clean from rust and paint. Unbolt the retainer, slide it off the axle and drive out the old seal and install the new and slide it over the axle and replace the wheel. The brake pinion seals, brake shaft seals and the front two seals can also be changed in a simaler manner. If you don't have a repair manual get one. It privides tne information needed to replace the seals correctally. This website sells them. Good luck!
