Mike, there is only one hydraulic pump in this tractor and it is run off the PTO shaft. The pump supplies a MCV valve that splits off 3 GPM for the power steering, the power brakes and oil cooler and the other 9 GPM goes to the 3pt hitch and aux remote(s). It is unusual to have lack of power steering at high engine RPM it is usually at low RPM if it is pump problem. Do the simple things first, check Hytran level, change hydraulic filter and maybe Hytran fluid if it never has been changed. Dose not hurt to over fill the hydraulic/rear end by about 5 gal of Hytran. If all that fails then you will have to flow rate and pressure test the hydraulic system to determine if the problem is the pump or MCV valve or power steering unit.
