Interesting Question. Complex answer. If an old vehicle is considered to have been made with fresh mined steel that was processed with (lets say 1980 technology and power generation)and lets say it gets 15MPG and is no longer on its catalyst. Lets put it at 160K miles. The new car is made from much of the old one, with (US pollution control requirements on the processing of the steel). And US labor for manufacturing. The new car has maybe 1/2 the energy invested in it than the old one did, and runs at 30mpg and is much cleaner in operation. I believe it will be best for the system if it is replaced. Under those conditions. However the issue with the low cost car is the drastic increase in total numbers of cars driving ever more miles on bad roads in India and China. (China tried to reduce its air pollution for an experiment to see if they could get the level down to the point that athletes could tolerate competing at the olympics. With about a 40% reduction in vehicle traffic, the problem was reduced to about twice the pollution that is deemed reasonable. (these are ball park data, I did not re-look it up). If even "clean" cars are tripled in number in those countries, the pollution is drastically worse, and the consumption is drastically increased. JimN
