One possibility might be to drill and tap new holes between the existing holes if the casing is not broken out too much (making sure not to drill all the way through). Then you could bolt a plate to the tractor with those countersunk type bolts. This plate could be predrilled and taped for the fasthitch bracket so you could then bolt it to the plate.
