I just cleaned up some pretty nasty vinyl seats on some bikes and a moped that had been setting outside for several years and they look new.
Clean it with something like 409 or fantastic (I made an old Buick from a brushpile look like new inside and out with fantastic bathroom cleaner) until the rag is clean and let it dry (park in the shade).
I used F21 from Turtle Wax (not picky about one brand or the other, just what was available at the time). Mist it on, spread it out real good, and wait a few minutes (I waited about 20 cause I got side tracked) and go to it with something like a Tshirt. If it's not shiney enough, mist it and wait again. If your top's not damaged, it should look like new. It'll do a showroom job on the interior and weather stripping too without a whole lot of work. I even brought a weathered fiberglass horse trailer back to life with the stuff.
