The governor spring pulls the throttle open. The governor weights slow down or shut the throttle plate. The spring could be broken & jamming the gov. so it can't shut the throttle. My guess is that you have rust or seized needle bearings on the throttle control shaft, or pins that carry the gov. weights are worn through/ broken. This will become apparent after you take the gov. off. Make sure before removing the gov. that there is no binding in the gov. to throttle shaft linkages.
