I'd check to see if the relief valve may be stuck open with something under the ball. On the block attached to the rockshaft housing, there are one or two. The big one takes about an 1 1/8 wrench if memory serves me right or maybe it is 7/8. Follow the return lines back. IH seems to have plenty of pop off valves engineered into everything. Look for one on the valve as well. Anywhere you see a bolt head where there probably isn't a bolt is probably a relief valve than can get gunked up and open. Grab and wrench/socket and check them. Some use a check ball that could fall out so check the I & T 25 manual.
There is also a relief valve under the cover under the seat on top of the rock shaft housing. I found a piece of broken spring in mine holding the ball open. Put it in the vise to compress the ball and it fell back into the valve. Come to think of it, that may be part of my problem still. Guess I'll have to buy a pressure guage and fittings.
